Report: Monti says Italy a "safe place" (AP)

MUNICH ? Italy is now a "safe place" amid market turbulence, Premier Mario Monti said in an interview published Saturday, pressing for Europe to turn its political energy to generating growth rather than further plans to strengthen budget discipline.

Monti's comments in an interview with the German daily Sueddeutsche Zeitung came ahead of a planned appearance at the Munich Security Conference.

The annual gathering of security officials is tinged this year by concern about the eurozone debt crisis and comes as negotiations over a second bailout for Greece drag on.

Monti was quoted as saying that "an uncontrolled Greek state bankruptcy would be bad for everyone" but officials will avoid it. "Nevertheless, I think Italy is now a safe place."

Monti's government has been trying to regain investor confidence by cutting public spending and reforming a sluggish economy. Italy's struggle with high borrowing costs is a cause for concern because the country is considered too big to rescue if it gets into deeper trouble.

Efforts to get a grip on the eurozone debt crisis, which to a large extent have been shaped by Germany, have drawn criticism for focusing on austerity rather than growth. Most European Union leaders agreed last Monday on a German-pushed pact to strengthen budget discipline.

"These budget rules have permeated every cell of the European body," Monti was quoted as saying. "The problem is off the table."

"Political energy should not be wasted now on particularly original ideas for budget discipline, but (used) for a growth policy," he added, according to the report. He said that markets are more and more looking not just at deficit-cutting efforts but also at economic growth.

As well as opposing jointly issued debt, or eurobonds, Germany has been holding out against pressure to increase the eurozone's permanent rescue fund, the euro500 billion ($650 billion) European Stability Mechanism, which is to start work in July. It has pointed to plans to review the fund's size in March.

Monti was quoted as saying that March is coming soon, so Europe can be "relatively relaxed" about waiting to reassess the size.

Speaking at the Munich conference, U.S. Secretary of State Hillary Rodham Clinton said that "security and prosperity are ultimately inseparable," adding her voice to calls for Europe to generate growth.

"We need a common agenda for economic recovery and growth that is every bit as compelling as our global security cooperation," she said.

"We remain confident that Europe has the will and the means not only to cut your debt and build the necessary firewalls, but also to create growth, to restore liquidity and market confidence," she told delegates.

"As Europe emerges from economic crisis, we have to work harder to reinforce each other's recoveries," Clinton said. "We know we have a ways to go as well."

The European Parliament's new president, Martin Schulz, criticized a "one-sided fixation on budget cuts" in remarks on the conference's sidelines.

"We urgently need investment" in Greece, said Schulz, a member of Germany's opposition Social Democrats. "The money is there, and the fact it is not done is based on, I think, ideological and not pragmatic reasons."

Not That Kind of Smoke-Filled Room

A primary reason for lawmakers? reticence is that, for decades, the most visible advocates of looser weed laws have been, well, weed smokers?and what serious politician wants to be associated with a bunch of stoners, man? Earlier this decade, wealthy liberals like George Soros and Peter Lewis (once busted for pot-smoking himself) recognized that problem and shifted the debate to medical marijuana, giving the movement a more sympathetic public face: an ailing grandmother rather than a dreadlocked coach potato. Several states have since passed medical marijuana laws, but they don?t address the bigger issue at play here. Myanmar's Suu Kyi postpones planned political trip (AP)

YANGON, Myanmar ? Pro-democracy leader Aung San Suu Kyi has postponed a trip to central Myanmar because she could not obtain permission to hold a political gathering at a football stadium there, a party official said Thursday.

Ohn Kyaing, a spokesman for her National League for Democracy party, said she would reschedule the trip to Mandalay which had been slated for this weekend.

The failure to receive Election Commission permission strikes a sour note in the reconciliation process under the reforms of the elected but military-backed government of President Thein Sein. Suu Kyi is leading a slate of her party's candidates contesting 48 parliamentary seats in an April 1 by-election.

Thein Sein's democratic reforms after decades of military repression have drawn praise from Suu Kyi as well as from previously critical Western nations.

Suu Kyi last week made a political trip to the southern city of Dawei, where she received an enthusiastic welcome from thousands of people.

The party submitted a request 10 days ahead of time for permission to use the Bahtoo football stadium for a speech because a large crowd was expected, Ohn Kyaing said. The law requires that applications be made at least seven days in advance.

Ohn Kyaing, who will run for one of the 10 seats from the Mandalay region in the polls, said the NLD asked football authorities for use of the stadium, but the football federation said Mandalay's Election Commission must first approve the request.

However, the Election Commission said the NLD needed to obtain permission from the football federation first.

"We are a bit saddened with the inconvenience," Ohn Kyaing said.

NLD leaders then sought permission to use an open field under the administration of the ministry of sports but no approval was given by Thursday evening, so the party decided to cancel Suu Kyi's planned trip.

Is Club Drug 'Special K' a Quick Fix for Depression? (LiveScience.com)

About 30 million Americans suffer from depression, and when a sudden wave of severe symptoms hits them, there's no instant fix. The most commonly prescribed drugs ? Prozac, Celexa and Zoloft ? take a few weeks to kick in, and in the meantime, depressed people are at an escalated risk of suicide. More than half the time, the prescribed drug doesn't end up working at all, and patients must start over with a different treatment.

But there's a new drug in town: ketamine. It's not new, exactly ? it has been used as an anesthetic for decades, and it's a popular drug among night clubbers (called, in that context, "Special K"). But after noticing the euphoric effect the drug seems to have on anesthetized patients, psychiatrists have begun conducting clinical trials of ketamine as an?anti-depression medication. The initial results are extremely promising.

"Once the patient takes ketamine, it causes euphoria and a rapid antidepressant effect within two hours," said Asim Shah, associate chief of psychiatry at Ben Taub General Hospital in Houston and a professor at Baylor College of Medicine, where the new study is taking place. Furthermore, ketamine helps a greater proportion of the affected population than traditional antidepressants. Prozac and other treatments each improve conditions for only about 30 to 40 percent of the patient population,?barely outperforming placebos; meanwhile,?a single infusion of ketamine washes away the symptoms of 80 to 90 percent of patients who try it, Shah said.

Scientists understand how ketamine chemically affects the brain, but they don?t quite know why it alleviates depressive symptoms. According to Ken Robbins, a clinical professor of psychiatry at the University of Wisconsin-Madison, ketamine binds to portals in the brain called NMDA receptors; this prevents a chemical called glutamate from occupying the same spots. Because glutamate revs up the system and can cause cell damage, ketamine has a sedative effect by blocking it. Somehow, this causes euphoria.
????
"The hypotheses for why ketamine might be helping depression are in their infancy," Robbins said. Whatever the explanation, "it's a very different mechanism from that of other anti-depressants we now use. I think what we're seeing is there may be a whole other neurotransmitter system that plays a role in depression that we weren't aware of." [Top 10 Mysteries of the Mind]

In the new study ? a joint effort of Baylor College of Medicine's Neuropsychiatric Center and researchers at Mount Sinai Hospital ? depressed patients are given one dose of ketamine, and doctors monitor how long this keeps their depression at bay.

"We're seeing the benefits lasting a few days to a few weeks," Shah said. The researchers are already planning a follow-up study in which six infusions of ketamine will be administered. If the positive results continue, Shah believes the Food and Drug Administration will eventually approve the drug for use as an antidepressant; he hopes it will become available in two years, though the drug will be more expensive than the $4 per month cost of generic versions of Prozac.

The researchers suspect that ketamine ? which is addictive, and must be administered intravenously ? will most likely end up being used in tandem with other drugs, rather than replacing them. It would make a good temporary fix, significantly reducing patients' suicide risk, while they wait for longer-term treatments to kick in.

Some doctors are administering ketamine as a quick fix for depression already. "The fact of the matter is people have picked up on the promising research results, and doctors are prescribing it off-label without FDA approval. Even if it is not approved, when you tell a patient, 'I have an anesthetic agent that is an instant fix for your depression,' they want it," Shah said.

This puts doctors at risk of getting sued if the unapproved treatment turns out to be ineffective, and the scientists say it would be best for doctors and patients to wait until the research process has run its course.

"I don't want people to think that taking ketamine illegally or from the streets will?treat depression," Shah said. "Taking the wrong dose or taking too much of it might make you even more psychotic."

New Accelerator Launches In Europe Offering Valley Road Trip

Accelerators, Accelerator, Accelerators! There's a rash of them appearing everywhere, and the latest is the Rockstart Accelerator, a new startup program aimed at Europe?s most promising startups that want to hit a global scale (but then don't they all?). However, this one has some credible partners in the shape of Google, Microsoft BizSpark, Mozilla WebFWD and StartupHouse in San Francisco. Oscar Kneppers, founder of Rockstart says the program is for startups from the whole of Europe. Based in Amsterdam, it's looking for 10 teams of founders and will subject them to 99 mentors for 100 days, and combine that with an additional three-month summer program that culminates with a 25-day Silicon Valley road trip. That last point is probably not a bad idea, for obvious reasons, though Seedcamp has done this for the last few years.
